Bro , when I upload my app on Google Play , I also received a email same as your.
It’s a process that Google Play confirm , what is your app , and how it’s work. And the SDKs or third party APIs that you use in your app.
You can , give your all details of your app , after the review your app will published 
its new devloper account or old account
