Admob Ads integration Privacy Policy Problem

Hello Friends , I am going to add Admob Ads integration In my app. I have issues with concent form Privacy Policy url.

Question no.1 I am from India and my app users are from India, Nepal, Bangladesh app not available on play store not uploaded on play store distributed in apk format. So which concent form I have to fill?

Option 1:- European regulations

Option 2:- Us State Regulations

Question no 2 :- I dont have Google Play Console Account, So I can implement or use ads in my apk format app?

Question No 3 :- Where to get or generate Privacy Url for app?

first you need to upload your app to playstore then create privacy policy host in any domain then create European consent form for your app

It means I can’t implement ads without uploading on playstore,
I refuse to playstore because I don’t have consol account and I don’t want it, Is there any other ads work without playstore? currently I don’t want to use playstore but want to implement ads​

Just Because Playstore generates too many problems with niotron apps, like new version update, edge to edge
